Job Description:
The MetroHealth System, Cuyahoga County's public health system,

Summary:
Summary:
Provides administrative and technical management of complex
construction projects from early budgeting/estimating thru final
acceptance by all Departments. Coordinates/supervises personnel,
consultants, contractors, vendors, and others to ensure that
projects are completed on time, within budget, and in compliance
with department and system policies. Independently prepares
procurement documents. Plans for and accomplishes assigned project
objectives. Oversees multiple complex projects simultaneously while
promoting/protecting the interests of The MetroHealth System, its
patients, staff, and the general public. Upholds the mission,
vision, values, and customer service standards of The MetroHealth
System.
Responsibilities:
Responsibilities:
a. Supervising assigned personnel by providing orientation,
guidance, and professional development as required; approving or
making recommendations regarding employment, performance
appraisals, salary changes, promotions, and transfers.
b. Coordinating and tracking work flows, schedules, projects, and
committee decisions; maintaining required records and files;
compiling required statistics.
c. Monitoring and evaluating operational effectiveness; revising
and/or enhancing administrative procedures, and/or system
improvements.
d. Assisting with the preparation of the annual budget for the
Construction department and any other assigned areas.
e. Assisting in developing departmental goals, policies, and
procedures; managing the implementation of approved changes.
Provides administrative and technical management of complex
construction projects (typically involving the use of a
Construction manager, multiple consultant firms, and/or have a
total project budget in excess of $15MM) from early
budgeting/estimating thru final acceptance by all Departments.
Renders/executes all decisions regarding the design and
construction phases of Construction department projects, including
planning, procurement, consultant/contractor management, costs,
safety, quality assurance, and project completion by:
a. Expediting/monitoring/coordinating the activities of Architects,
Engineers, and Contractors pertaining to the design, construction,
or renovation of designated facilities while maintaining schedules,
budgets, and quality objectives.
b. Assumes responsibility for project schedules, cost control
measures, and compliance with technical/contractual performance
requirements, including the management of the change management
process.
c. Prepares documentation for all project activities that are
subject to Board of Trustees' review and/or approval.
d. Preparing/assisting with preparing accurate cost estimates for a
variety of projects.
e. Controlling all assigned project cost expenditures; managing all
project costs, and ensuring the timely processing of consultant,
contractor, and vendor payments; reconciling issues effecting
timely payments.
f. Directly managing department resources necessary to meet
project/departmental/system objectives.
g. Identifies risks to project success; takes corrective action
and/or provides recommendations to mitigate risks.
h. Conducting weekly project meetings with clinical
departments/consultants/contractors to enforce timely decision
making and the maintenance of project objectives.
i. Facilitating a positive relationship with the Facilities
Management Department that contributes to a collaborative approach
to ensuring that existing systems and utilities function properly
during construction projects.
j. Managing/coordinating the timely closeout of construction
projects and the associated documents; ensuring that all contracted
close-out materials are provided to The MetroHealth System in a
timely manner; ensuring that project financial records are complete
and accurate.
k. Working with the assigned Construction Specialist to
maintain/update project documents, drawings, and records for
historical/legal/maintenance purposes.
a. Developing/issuing/managing solicitations for various
consultants (e.g., Architect/Engineer (A/E) services, testing
agencies, and other necessary experts).
b. Managing the timely preparation of consultant and contractor
agreements.
c. Reviewing contract documents prepared by Architects and
Engineering Consultants.
d. Assisting Consultants with contract administration, scheduling,
and resolving disputes.
Complies with/enforces administrative procedures/protocols/record
keeping standards/controls imposed by The MetroHealth System and
city/county/state authorities that impact the construction of
projects.
Ensures departmental compliance with various regulations and
protocols, including:
a. Maintaining all pertinent/required documents supporting
infection control.
b. Ensuring that consultants, contractors, and vendors comply with
system/regulatory requirements for patient and worker safety,
specifically including Infection Control protocols and Interim Life
Safety Measures.
c. Managing department compliance with procurement/bidding
practices to departmental/system policies and applicable regulatory
requirements.
d. Supervising processes to ensure compliance with quality and
safety requirements, including the efforts of internal/external
testing agencies.
Recognizes the potential for/minimizes construction-related safety
hazards/other inconveniences to patients, staff, and the general
public.
Participates in departmental leadership and management efforts for
staffing, contractual, risk, safety, and operational issues to
improve Department efficiencies and services.
Enhances professional growth and development through participation
in continuing education courses, professional organizations,
seminars/workshops, reading current literature, and/or maintaining
professional contacts in the community; monitors and assesses the
appropriateness of emerging trends/strategies, and adopts
techniques as deemed appropriate.
Incorporates principles of teamwork in the resolution, completion,
and follow-up of responsibilities.
Performs other functionally related duties as assigned.

Required:
Bachelor's degree in Architecture, Engineering, or other
Construction-related field from an accredited institution, OR a
combination of technical training and 5 years of associated
construction experience*.
Current Certified Healthcare Constructor (CHC) by the American
Society for Health Care Engineering (ASHE), OR obtains within 90
days of hire.
Completion of the Healthcare Construction Project Management (HCPM)
Program through the ASHE, OR completes within 180 days of hire.
Completion of the Occupational Safety and Health Administration
(OSHA) 10-hour Construction Safety Certification, OR completes
within 180 days of hire.
10 years of experience in architecture, construction, construction
management, architectural or engineering project/program
management, owner representation, and/or staff supervision.
5 years of experience of the above listed professional experience
for or in medium to large service hospitals and/or healthcare
environments.
Ability to apply innovative and effective management techniques to
realize project objectives.
Ability to perform on-site inspections and observations during all
phases of a construction project.
Supplemental training in construction-related business and legal
subjects, including leadership and communication.
Proven organizational skills.
Excellent written, verbal, and interpersonal communication
skills.
Strong supervisory experience.
Strong personal computer skills, including familiarity with
spreadsheet, word processing, and computer software programs.
*Associated construction experience refers to work experience in
the following functional areas: construction/project management,
estimating, planning, field supervision, architect/engineer, or a
design/construction position within a healthcare organization.
Preferred:
Master's degree in Architecture, Engineering, or other
Construction-related field from an accredited institution.
Possess one or more of the following licensures:
--- Architecture through the Ohio Architects Board.
--- Professional Engineer (PE) through the Ohio Professional
Engineers Professional Surveyors (PEPS) Board.
Possess one or more of the following certifications:
--- Evidence-based Design Accreditation and Certification (EDAC)
through The Center for Health Design.
--- Leadership in Energy and Environmental Design (LEED) through
the United States Green Building Council (USGBC).
--- Project Management Professional (PMP) through the Project
Management Institute (PMI).
Physical Requirements:
May sit, stand, stoop, bend, and ambulate intermittently during the
day.
May need to sit or stand for extended periods.
See in the normal visual range with or without correction.
Hear in the normal audio range with or without correction.
Finger dexterity to operate office equipment required.
Ability to communicate in face-to-face, phone, email, and other
