JOB SUMMARY

Provides technical and programming support for software applications, interfaces, workflows, modifications, updates and maintenance of application systems to meet the defined functional requirements, in conformity with established methodologies, policy and procedures. Perform medium complex design, development, testing, report building solutions to support business functions. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

• Works jointly with the lead developers and TSG Business Process Analysts to develop end users' programming requirements and operational needs, questions of system intent, output requirements, input data acquisition and internal checks and controls in conformance with information systems and programming standards.
• Utilizes programming skills and knowledge to develop or enhance software applications, reporting solutions, interfaces and data migrations that meet the business requirements of the Sewer District.
• Performs baseline technical support of enterprise applications through enhancements to increase the operating efficiency or adapt to new requirements.
• Plans and decides a logical sequence of tasks to manage programming assignments to meet end user and system needs.
• Prepares program test scripts and data, analyze test results and use data control procedures for new and existing programs. Test systems for correct functionality and check work completion for accuracy.
• Performs analysis and programming tasks, such as designing, coding, testing, documenting and maintaining host-based or departmental systems, which follow systems standards and methodology.
• Develops and applies expertise in software utilities used to create reports, screens, workflows and other productivity aids.
• Develops expertise in software troubleshooting tools and document the necessary actions/changes.
• Develops a working knowledge of SQL database engine, database concepts, relationships and structures in order to support end users with programming application solutions and offer alternatives to the coding approach.
• Ascertains technical specification for software solutions to meet end user needs by translating functional requirements, workflows and diagrams into logical instructions and programs.
• Keeps current on new developments in information technology and their application to make recommendations for implementing appropriate technology advancements.
• Provides technical assistance in various phases of implementation, upgrade projects.
• Assists and works with consulting partner in technical design review, coordinate production migration and maintain documents.
• Provides production support for the TSG supported solutions, work with software vendor to develop solutions to fulfill the business needs.
• Develops working knowledge in the areas of O365 enterprise application, cloud applications, and document management software solutions.
• Develops business process knowledge in the domain areas, such as Engineering & Construction, Operation & Maintenance, and Watershed Programs.
• Performs other duties of a similar nature as may be required. MINIMUM JOB REQUIREMENTS
  
  EDUCATION
  
  Candidate must possess a bachelor's degree, preferably in Programming, Computer Science, Information Technology or closely related field.
  
  EXPERIENCE
  
  Candidate must possess two (2) years of progressively responsible experience in programming, report generation and developing application programs and analysis.

  • Candidate must have knowledge of basic programming and database concepts, programming steps design, development, testing and debugging.
  • Candidate must be able to query and analyze databases.

  • Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.
  • Candidate must possess the ability to effectively plan and coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources. Pay Range: USD, Commensurate with Experience
    • $53,886- $67,358
      
      PHYSICAL AND MENTAL REQUIREMENTS
      
      During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate, and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, balancing, kneeling, crawling, handling, feeling, hearing, walking, climbing, stooping, crouching, reaching, fingering and talking. Must be able to lift up to 10 lbs. on an occasional basis.
      
      Position will require visual demands of near acuity, far acuity, color vision and accommodation. The position requires office work. While visiting the plant or construction site the employee may be exposed to extreme weather, wet and/or humid conditions, or confined/restricted working environments.
