Join our team Associate Examiner / Examiner / Senior Examiner - Regulatory Applications & Enforcement - The regulatory Applications & Enforcement function is an integral part of the Federal Reserve System's supervision of state-chartered member banks, bank holding companies, savings & loan holding companies, and certain nonbank subsidiaries. Laws frequently addressed by the Federal Reserve System through the regulatory applications function include the Bank Holding Company Act, Change in Bank Control Act, Federal Reserve Act, Federal Deposit Insurance Act, Home Owners Loan Act, and Dodd-Frank Act. The position will operate from within the Supervision and Regulation Department of the Cleveland Federal Reserve Bank. The individual in this position will be responsible for processing regulatory applications that may range from routine to highly complex, and also support the supervision function as business needs and opportunities dictate. The individual may also be involved with monitoring suspicious activity reports on bank insiders and preparing supervisory actions for troubled institutions. Responsibilities: ---Review and analyze applications involving state member banks, bank holding companies, and savings & loan holding companies of increasing complexity. The more challenging applications would likely be generated from the most complex domestic and international banking organizations (i.e., Top 50 Financial Institutions) and likely involve formal protests and/or highly complex situations. ---Identify significant and/or potentially complicated issues resulting from the application analysis and effectively communicate those issues and proposed resolutions, as appropriate, to financial institution management, Federal Reserve Bank senior management, Federal Reserve Board of Governors, and others. ---Review suspicious activity reports ("SARs") involving institution-affiliated parties filed by Fourth District institutions and implement the Federal Reserve's SAR monitoring program and procedures. Consult with Law Enforcement and/or the enforcement function at the Board of Governors in determining the appropriate course of action. ---Prepare informal enforcement actions recommended by examination staff for troubled institutions to address supervisory concerns, and work with the enforcement function at the Board of Governors to facilitate preparation of formal enforcement actions. ---Maintain a strong working relationship with Federal Reserve System staff members and other financial institution regulators (e.g., Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation, various state banking agencies, etc.) as a means to ensure effective and timely analysis of all applications. ---Participate in system workgroups on matters pertinent to regulatory applications & enforcement matters. ---Stay informed of current industry and regulatory developments by reviewing periodicals and participating in seminars and other training as available. ---Conduct regulatory research as necessary. ---Perform other duties as assigned or requested. Requirements: ---Bachelor's Degree in Finance, Accounting, or Business preferred (advanced or law degree a plus). ---2 years of experience in banking examinations, applications processing, regulatory compliance, and/or mergers & acquisitions. ---Broad knowledge and understanding of banking laws and regulations and Federal Reserve supervision policies. ---Sound judgment, problem-solving abilities, and analytical skills in the areas of finance, accounting, risk management, and regulatory compliance. ---Strong time management skills with a demonstrated ability to complete assignments in a timely, high quality manner. ---Proven ability to multi-task, prioritize, and meet deadlines within a fast-paced environment. ---Excellent interpersonal, organizational, and written / oral communication skills. ---Strong computer skills, including Microsoft Excel and Word. ---Ability to work independently and as part of a team. ---Strong ability to negotiate effectively, resolve conflicts, and build effective working partnerships. ---Must be willing to travel 10> to 15> . ---PLEASE NOTE: This position requires access to confidential supervisory information, access to which is limited to "Protected Individuals" as defined by regulation of the Board of Governors of the Federal Reserve System. Protected Individuals include, but are not limited to, U.S. Citizens, U.S. Nationals, and lawful permanent resident aliens (also known as "green card holders") but do not include (i) a permanent resident alien who fails to apply for naturalization within six months of the date the alien first becomes eligible to apply for naturalization and (ii) an alien who has applied on a timely basis, but has not been naturalized as a citizen within 2 years after the date of the application, unless the alien can establish that the alien is actively pursuing naturalization.
